Considering every aspect of life including the person such as race, religion, gender and age, as well as how well of they were (probably quite would be the answer)

aswell as when they'd be alive and where, (considering disease, taxes, crime etc)

who and when would be the best time to be alive in the history of humanity?

Hoepfully that made sense.

I'd say perhaps a victorian mill owner. Many cures for diseases had been found, I don't think taxes were that high, there wasn't the world wars to harm you . . . . . .

Syphilis was the scourge of the Victorian era, hence the promotion of "Victorian values" the Victorians were randy b a s t a r d s.
As has been said there were numerous wars in the Victorian era, throughout Queen Victoria's reign as a nation we were not at war with somebody for only two years.
If you lived in europe then there was the constant fear of anarchists, the constant threat of nationalists (a form of nationalism that was in a constant state of flux at that, pan orthodoxism, pan slavism, osmanliluk, Macedoniaism etc. etc.) and then the biggest fear of all was the republicans.
Then there was the Russian caucas wars, the Circassian diaspora, the Bulgarian uprising, the financial crisis of the 1870s, the Hamidian massacres, the Austro German war, the Franco Prussian war, the Anglo Irish war, all the various assassins and regicidists.
The more things change, the more they stay the same, the best time is now, onecan imagine what it was like to live in Victorian times a Victorian couldnt comprehend our life today.
One other thing, no matter how rich you are in the Victorian era, you'd still have to go to a Victorian dentist....
I would say at most times in history - but only if you happened to be a member of the wealthy elite. It's not so much the time that leads to prosperity and happiness, but an individual's ability to access health and wealth.
