Toad in the hole is also an appearance 'thing', given that meat - usually sausage - baked in batter looks like a creature peering out of a hole.
Welsh rarebit was originally called Welsh rabbit. Since it is a toasted cheese dish...ie ralatively cheap compared with rabbit-meat...it is probably just a joke suggesting that was all poor Welsh people could afford.
