my next door neighbour has completely sealed his underfloor air bricks, i asked why he'd done that as i said it would lead to rot, he said he'd tanked the underfloor,? (and said i know what i'm doing i'm a builder) i find that odd as we live next door and ever since we moved there 8 years due to a high water table we've had at least 2" inch of water under our lounge floor. when i first saw this we bought an electric pump and drained it many times but it still settles 2 days or more at 2" apparently this is no problem but thinks he will have prob with rot sooner or later

Where to start .......... air bricks prevent rot by keeping timber "refreshed" with a constant flow of fresh air. Fungus can only thrive in damp, airless conditions.
I've never heard of tanking a subfloor. Perfectly possible of course. Much like tanking a basement. I can't think of a single reason for doing it though. He would still have to vent the void. Ah well :o)
You're not two semis are you deggers?
