Neighbour Is Gutting House

Our new neighbours are gutting their house, meaning all the internal walls so all that is there is the shell of the house. Firstly are you meant to have planning permission? and is it safe? TIA

I know I've come to this post late, but I just wanted to back up what the others have said.
Permission would be needed for a listed building; a protected building; or one with special planning conditions applied........... otherwise, not.
Party Wall notification if attached to next door.
Building Regs definitely needed.
Contact local Building Control. Even if they are reluctant to get involved (extra workload etc), they do have a duty to protect your interests in a case like this.
