Painting Over Painted Walls

I am intending to paint over a wall papered with lining paper and emulsioned already
What's the best way to prepare it?
I would normally wipe over with a sugar soap solution but I'm worried it will loosen the paper
Any advice please would be helpful

If the surface is sound , ie not greasy of flaky I'd simply paint straight over it.

Unless the surface is greasy (maybe in a kitchen), then just emulsion again, Ric.
