Have a look at the wiring inside the light switch and any sockets in the room. They would have been removed to do the plastring.
Have sockets or switches been removed to let the plasterer get a finish?
Maybe a stray live wire not been insulated?

they have plastered up to the sockets not taken off.
Have they tacked on a new bead and maybe found a dodgy cable?
Obviously damp plaster allowing current to flow from somewhere.
Can just trace where the angle bead is connected to the mains. Try turning off all the mcbs and then them on one by one trying to note when the plaster goes live. May give a clue. Or better still, get the tradesperson whom you paid to do a safe job to fix the issue.
i used a wiring detector to trace a switch wiring some time ago and the whole wall was giving live current readings (on dry plaster) - turned out the house earth wasnt sufficient and had to be replaced - it was just a ground spike at the time.
It's quite possible that some wet plaster has crept into a switch or socket box somewhere.

What's more worrying is that there is either no RCD on the circuit, or that an earth somewhere is missing. Either way, I would suggest that the system is inspected.
