how do you adjust the flow of water, it drains to quickly making loud sound from incoming water

if you mean the flow of water coming in after flushing then turn the main stopcock down halfa turn, if its on mains pressure but keep an eye on the effect around the taps etc around the house
even simpler the outlet the water flows out of can be twisted ,if theres room ,to a "quiet" position
on the cistern arm there is usually a different seating device (cone shaped object ,red,20mm long) that can be swopped inside the valve to allow water to flow at a slower but more intense pressure
lastly replace it torbeck sell two valves and claim both are quiet fill
If you are able to, attach a length of rubber or plastic pipe to the outlet from the ballc0ck valveso that the open end is submerged when the cistern has flushed fully. This will stop all noise created by the force of water splashing into the cistern from the valve.
