combi boiler (ideal classic) is not working no hot water or heating the pcb board has been changed but the fan inside is not working ?? can anyone help!!!

It will never fire up if the fan is not working check there is power to the fan if there is power to it then you will have to fit a new fan. If there is power to the fan then check the PCB is fitted correctly and working properly.
