Water Meter

Just moved into a new house a couple of months ago, which is on a water meter. The cover thingy is at the front extremity of my property (sunk into the grass of the garden). When I pop the lid on it, it is full of water! Through the water, I can see a little gauge and what I guess is some kind of stopcock. Should it be full of water? I'd ask United Utilities, but I'm not yet on any kind of maintenance cover plan. Thanks in advance.

Had the same problem when I moved last August. United Utilities sorted it out with no charge after all the meter is there responsibility
