slide a very thin piece of metal, like a fried egg turner or decorators scraper in to the gap just below the lock, then hit upwards with a hammer gently,it should open fine.

norman ..is this to open the window or to get the glass out .
because idealy i need to fix the lock.
(if i can do this )
If its a PVC window you should be able to remove the locking handle. There are usually fixing screws hidden under plastic caps, one at the top and the other only visible if you turn the handle 90 degrees.New handles/locks are available fronm a double glazing window suppliers

ive taken the latch handle off by removing the two hidden screws, but the window seems to be locked at the top but open at the bottom so it wont open ...so i have to force the window open ???
Probably worth getting someone from a double glazing firm to have a look.Even if they charge it will be much less than possibly having to replace the whole lot.Or in the words of David Jason in "open all hours" you could try and "just jiggle it a bit" !!
