On top of ceramic tiles there would be no support where the grouting is lower than the tile surface. With foot pressure, the linoleum could eventually end up cracking along the lines of the grout.
Laid over carpet, any pressure over a small area, like a woman's high heels, would puncture through the linoleum.
The best answer is to lay it on sheets of plywood. As to securing it, it's best laid loose. By having it cut it to fit against units and skirtings, it won't move. But if you use an adhesive and want to lift it later, you'll have a real problem.
