Is it correct that condensation can be released between double-glazed panels by drilling a hole top and bottom of the panel? If so what diameter hole and are the two holes both on the outside or one in and one out? Thanks!!!!

If a DGU has vapour condensing inside, it occurs because the seal is breached. Creating another hole or holes won't make it any worse, and it may indeed minimise the problem in the summer (when the trapped vapour may find it easier to get out) but it won't solve the problem - especially in the winter.
Since you are going to have to remove the DGU to get at the sandwich layer that keeps the panes apart (to be able to contemplate drilling holes) you might as well go the whole hog and change the DGU.

Thanks for that buildersmate,it's more or less what I expected but "her indoors"said at least give it a try.But as you say once it's all stripped down might as well go the whole hog and replace it!
You can do that with plastic caravan-type glazed units, and seal the holes with a plug. Wouldn't recommend it for a glass unit though.
I have a dg unit with the outer pane cracked but it would be better all round just to get it replaced.
