Can seed potatoes be planted at this time of the year, if so which variety is best

Your biggest problem will be frost , so it depends where you live .
One method is to plant them in pots and put them in a shed or greenhouse when there is a risk of frost so from October onwards. This site gives good advice : http://www.allotment....ond-crop-potatoes.php
