No stems on artichokes

My artichokes have been growing from seed since april. But they have yet to sprout any stems and some of the leaves are becoming mottled brown in places. Is this normal for plants in the first year or am i doing something wrong? I haven't planted them out as i have an enormous problem with slugs, they are currently in large pots ( 20cm diameter ). Could this have something to do with it?
