When's the best time to add fertiliser ( Fish, bone and wotsit) to my much-used raised bed ?

if its the processed packet stuff then, unless it says something different on the packet, when you plant the bed or as the plants start to grow. If you add it now, it will just wash out of the soil. If your bed is really much used, a partial soil change or digging in a load of organic matter might be a better idea as soil does harbour pests and diseases and go sour with over use.

The bed is probably sour because I always tip in several used grow bags' contents each year.
then i would skim out the soil and put fresh in.
