was 20+ft but its been cut to ground level by #%^*# tennants. Will it re-grow ?

Gulp....it may...eventually..however.... it may perish as a result of extreme physilogic shock !! Mulch heavily ....feed in spring and....wait !
Well we cut 3 large camellias down literally to the ground about 3 years ago. We never got round to properly 'killing' them and all the stumps now have lots of shoots growing. So you may be lucky and it might shoot but you will have to be patient.
Fingers crossed - I love my camellias.
