This can be a problem as once squirrels know where there's a source of food they will keep returning to it. We hang enough peanut cages at various locations from our fences to provide adequate access for both squirrels and birds but the squirrels do try and graw away at the bottom of the wire cages so that all the nuts fall out the bottom and they get can easy access. A friend of mine has one of those metal poles with arms from which you can hang various bird feeders. She says it's very effective in deterring the squirrels, especially as she smears the upright pole with olive oil to make it slippery.
As for bulbs, possible the only thing you can do is put wire netting around your bulbs, but the squirrels never seem to dig ours up, possibly because they prefer the peanuts we put out for them. If you want to discourage them from the garden completely perhaps you need some cats or dogs who don't mind being outside all day during daylight hours to chase them off.
