What would be the best method and timing to kill this ugly persistant weed???

Hi Matheous,
As you've no doubt found the roots go deep in the soil and being a perenial the whole root must be dug out with a fork.
Failing that you can treat the leaves with a weed killer containing 'Glyphosate' which is translocated through the sap-flow of the plant killing it as it go's.
The best time to take this action is in the spring or summer when the weed is actively growing. Good Luck. Tbird+
