The covering has to be removed before you can kill them. Jade plants do not like most insecticides, so the best course of action is to dip a cotton bud in methylated spirits and dab it on each blob of 'wool' This removes the wax and the aphid dies very quickly. You may need to repeat the action a few times to get rid of them all.
