Two meanings:

1. An unpowered lawnmower i.e. no petrol engine or electric motor. Human effort is required to push the mower along the grass. The wheels are usually large and provide the energy via a direct drive system to rotate a cylindrical blade. Qualcast (England) made a few models that were popular in the UK early to mid 20th century. Of course most folk use electric or petrol engined models these days.

2. A powered mower that needs pushing. As opposed to a 'self-propelled mower' that diverts some of the power from the electric motor/ engine to the wheels and drives the mower along the grass.

One makes you sweat, t`other don`t!
