Stopcock Valve
noticed my stopcock valve is leaking right at the handle, please correct me if I am wrong...can I close the value completely, remove the handle and try some ptfe tape around it then replace. all without isolating it from outside.

No, Meths is right. Sometimes the gland will leak if the tap is fully open. Try turning it back a bit. Also give the gland nut at the body end of the spindle a bit of a tighten. Not too much or it won't move at all. That often fixes it . Long ter though, it will need replacing.
