An extension cable has this written on it. What could I use safely with it?

Anything that uses less than the stated capacity, kettle, vacuum cleaner, one spot light at a time, tv, dvd player.
The list goes on.
Possibly don't use a pressure washer or an electric chainsaw.

Divide the wattage of the device(s) by 240 (or 230, these days) and do not exceed 13.

If it is on a reel, uncoil all of it.

A ten amp fuse is ample to run those

They're de rigueur at Liverpool races but frowned upon at Royal Ascot.
That phrase is from a time when if you were first up you'd get the pick of your brothers clothes, hence 'best dressed'.

Most things. Provided the cable is fully uncoiled for cooling purposes.

230v * 13 A = 2.99 kW (although you may get spikes with some things you could plug in.

So you are looking at a 3kW electric fire, or less.
