More cost effective heating...

I was wondering if anyone knows if it's more cost effective to have the central heating running most of the day at a low temperature, or to have it turn off and on a few times a day at a higher temperature (using a gas combi boiler)? We're having some problems with damp and trying to figure out ways to combat it.
