We have used a scraper and have got quite a bit off, but we have quite a few stubborn patches that won't move at all. Any suggestions?

Maybe a silly question but; why do you want to? what finish are you going to apply?

Aw well, we are going to re-emulsion it, but a while ago we used a grey coloured stuff on the walls which was meant to make them 'damp proof', and all it seemed to do was to make the paint work mouldy, so we felt that we had to go back to basics.
Use sandpaper to go back to the plaster.
