My next door neighbour has told me they are going to put a fence up, which will block my view amd restrict lighting, is there anything I can do, as we have a 8 foot wall on the other side of us and feel as if we are being blocked in :(

How high is the proposed fence?
If the fence will be less than 2m high then (unless there are special circumstances) it does not require planning permission, and your neighbour is free to erect it. (There's no such thing as a 'right to light' or a 'right to a view'). If the fence will be over 2m high planning permission is required:

If it's 6 feet or under I don't think there is anything you can do... we've just been through this ourselves... I wont tell you what side of the fence we were on though :|

I think it will be about 6 foot :(
Have they explained 'why' they want to put it up?

Would it be possible to negotiate a shorter panel with a trellis top-panel to give you more light?
Jack just took my suggestion lol! Just try and speak to them... see if they will come to an agreement.

Its at the side of my house, Its to stop people looking from the street into their back. I have asked them not to block the view and when he pointed out where it was going it would end smack bang in the middle of the window.
