Building Work In Garden

our next door neighbours have dug a trench the length of their garden, put drainage pipe & thinish blue cable in, then covered it up..the cable then sticks up above the ground at the end of the garden...does anyone know if this is an electricity cable & if it is legal to install this in your garden

As I said before if it was building work they would lay the foundations first and only put the electrical cabling in at the end, this is just an electrical connection, probably garden lighting.
