Neighbor dispute

I live in an apartment complex and befriended a lady who I thought I could trust. Now she is becoming a nuisance and embarrasing me in our community. She is trying to take control of my outdoor cat. I am trying to be as diplomatic as possible but she is pushing all my buttons. Worst of all we both attend a school next to the apartment complex. I don't want to move. How should I approach or even ignore her?! I really someone out there who's experienced a similar situation and I don't want to be the one who is the neighbor from hell. She is abusing my trust and I don't really like her anymore. Even neighbors next to me are complaining about her nasty, nosy demeanor. Can anyone calm me down with some good advice?! Here in California.
