neighbour's garden

My neighbour is a council tennant and refuses to cut her lawn and in turn the grass over grows everywhere including my garden. It looks a mess and lowers the rest of the street. Can anything be done about it?

You can complain to the Council, but they are unlikely to take much action as it is not a health hazard.
The Council's Housing Department probably have rules on the upkeep of the garden/house contained in their tenancy agreement and should offer to have a word with the tenant if you contact them to complain. They would normally keep any complaint confidential and not disclose your name or address.
