There is a lock-up to the rear of my property which I have not seen any one use for at least a year . It is in very poor condition ( damp , needs a new roof, etc. ) & in the four and a half years I have lived here , I have only once seen anyone near it . Is there any way in which I can claim this building if I intent to repair & make regular use of it , so improving the neighbourhood ?

Just occupy it as if it was your own. If neighbours start asking questions just say you're doing / have done a deal with the owner regarding it. Fit a lock but don't spend huge money on it. If there's an owner he's soon be round. If there isn't you have taken the first step to claiming Adverse Possession, which unfortunately will take you 12 years before you can make a claim for legal ownership of it.
