The rules changed from 1st October. Basically the old rule about percentage changes in dwelling volume allowed was dropped. The old rules about heights and distances still exist, and some extra ones have been added into the bottom of the list you can see there.

Thanks for your answers...can't pretend to understand the rules and regulations.
Basically my next door neighbour is having an extension built that takes up half her garden. She has already extened her loft and I just want to know if what she is doing is legal. I have tried to contact my local planning office but can't get to talk to anyone!

Have a look on your local authority website.
All Planning Applications are now published on-line.
Hoever, the ususal procedure is for a Planning Department to contact neighbours to let them know that a development has been submitted.
If you can't find anything there, ring up and ask to speak to the Enforcement Officer and tell them of your concerns.

This interactive house link is really helpful-click on conservatory on the rear and will tell you the rules.

You really need to speak to planning department at your council, or write a letter.
Is it a detached or semi detached house?
The new rules are that can build conservatory as long as it is no more than 4metres away from the original house if detached, or 3m for any other house.
There are height limits aswel.
If further out than this then in breach of planning. The 50% rule that buildersmate said, only applies to a building in your garden, ie. detached garage.
