Illegal Walls

What are the laws about an illegal wall which is in breach of the deeds and is not 2 metres from the services. The road is block paved. The wall was built by the previous owner.

Well I thought a few things about these sorts of topics but this one beats me.
Who says a wall has to be 2 metres from 'the services'?
What relevance do you think the block paving surface of the road has to this?
How high is this wall and where is it in relation to whatever you are unhappy about?
On what basic do you think aforementioned wall is in breach of the 'deeds'? (What you probably mean is that you think there is a convenent preventing construction of certain walls)
