can you ask your landlord for a rent reducuction if you are without heating in very cooled weather and they do not fix it for 12 days

Yes you can ask for compensation. If you have a look at the ARLA website, it will give you advice about receiving compensation for different things.

Recently a tenant of mine was without water for a day. I compensated her for a day's rent, as she had to stay with friends.
I take it you mean central heating? You can ask but you wont necessarily get it. So long as the landlord has done everything reasonable to get it fixed then they wouldnt be liable.

Unlike water, I dont think central heating would be classed as essential, especially at this time of year.
