House boundaries - extension being built

I have a friend who is upset to find that his neighbours are building an extension. He has a linked detached house with them. The garage is the 'link'. They are knocking down the garage and rebuilding the wall with a gap between properties, so they become detached.

The only problem is the flashing to the new extension will be inserted into my friend's property.

Is this allowed without my friend's permission please?

surprised your frined never received planning permission/application. Tell him to go the Council and ask if they have a record of this. If not, then what they are doing could be illegal.

Nothing to do with Planning Permission, I'm afraid.
Everything to do with the Party Wall Act 1996 - to which the neighbours must comply.
Get your friend to Google it and post again if you want more help.

Thanks for the information.

I did a Google search. I have sent it on to my friend.

But looking at the PDF supplied by the Government on Party Wall Regulations, it does appear that the neighbour can put the flashing in on the Party Wall as long as he makes everybody involved, fully aware, of his intentions.

I don't think my friend will be happy with the outcome!!

Yes, that is correct - if he can actually attach because the existing external surface of the wall that forms the detached bit of your friend is slap bang on the boundary.
It needs a Party Wall surveyor to be appointed (at the expense of the person wanting to do the extension) to establish what exactly can and cannot be done.
I'd be pretty upset if my detached house became a semi.
But it may not be possible to stop it - but get and use the professional services of a surveyor that the neighbour must pay for to get it sorted right.
