On Road Parking

We live in the centre of a row of terraced housing - we are the only one of three with a drive and a dropped pavement for access.
Our neighbours have to park on-road - as a result parking spaces are non-allocated and on a first-come-first-serve basis.
Recently we have had a number of incidents where our immediate neighbour is parking partially blocking our drive access. We have asked them to move a number of times which they do reluctantly.
Do we have a legal right to access to our drive?
