I have had the tree fern about 5 years with no problems but this winter was bad and we lost a few plants. The tree fern does not seem to be showing any signs of growth in the crown.

Get your fingers right down in the crown .. what's if feel like? Mush? If/when it does, it will probably be gone .. or on the way.
My tree fern is just beginning to re-grow the fronds; I had it covered up, centre stuffed with straw, and wrapped round, and cut the old fronds because they were quite dry and manky looking. The new growth started about a week ago and there appears to be quite a lot coming , so fingers crossed for you
We have one on one of our sites and we thought we had lost it, then 2weeks ago, bingo - out come lovely new fresh growth.
