My toilet won't flush...!

It's in a house built in the past 10 years or so.

When I push the handle down, the black stick thing lifts up out of the tank, but the water doesn't go into the bowl....any ideas?

I expect it needs the syphon washer or seal replacing : )
(If it's operating like there is no water in the cistern when you flush .. but water level is correct, that is what you'll need)
Sounds like it has become detached from the ballcock mechanism, you'll have to fish around in the water and re-connect it.
The ballcock assy lets the water into the cistern! Nothing to do with flush unit.
depending on what type of syphon system it could just be the diaphragm broken up which stops the syphon action taking place,easy fix for a diy person or just change the complete unit for under a £15.00.
