Soapy bubbles on bushes

Sometime in may i regularly see soapy bubbles on tops of bushes. I was told they are snails/slugs eggs.

Question is why are they on top of bushes and not on the ground??

What you are seeing Dom is called 'cuckoo spit' which is produced by an insect called a Froghopper.  Here's just one site about it...
