plenty of water and a wallpaper scraper, if its vinyl coated you may have to score it first.
Mix an inexpensive liquid clothes softener... the kind you mix into the wash water and mix about 1 cup to 1 quart of really warm water and put it in a spray bottle. As ratter says, score the paper first (you can buy a little palm size device for the purpose) and spray the softener/water mixture and let it set for a few minutes... then zippo!
This same tip works really well for cleaning paint brushes and rollers... you'd be amazed... just mix it in the warm water, swish the brush or roller around for a minute or so and rinse... et voila!
