Mine are at the top of each window, are you supposed to close them in the winter?

No, you need the ventilation to reduce condensation.

We close ours cos its ruddy cold otherwise... I do tend to open them for a short while each morning to let some air in though.
Do not have air vents.
We have two in the porch. Summer both open. Winter one open.
