Do all toilet seats fit all toilets if not where do you measure? Tia

The two screws that fix the seat to the bowl need to be as far apart as the holes to take them are.

I had a soft close seat which fitted the old loo perfectly I have tried to fit it to the new toilet bowl but it doesn't quite fit flush to the front of the bowl
No they don't, and there are different shapes too. Best thing is to make a template out of newspaper with holes in for where the fixings go and take that along with you.

Sounds like you need to adjust the fittings which will allow the seat to go further forward or backwards.
One can do quite a bit of adjustment with the fittings provided but it isn't always enough. One I bought not too long ago could be fitted, but even at extreme limits of the fitting would not stay up when required. I complained to the website that part of the issue was that the seat and cover couldn't be parallel due to the less than perfect hinge; but received no reply.

no they are certainly not - check out the old fitting, there should be a make, name or something somewhere - if not take into account the age of the property, type of property and bathroom fittings. Trust me - have just had an horrendous problem with a lavatory seat fitting!!!!!
