if a cat digs up someones garden all the time are the owners held responsible for their cats actions?

No. An owner is responsible for the actions of his dogs, cattle,sheep and horses, but cats are recognised as not being controllable in the same way.
Cats are still thought of as wild animals so you're not responsible. But conversely, if you hit a cat with your car you must stop, as they're now considered under the same ruling as dogs, so in this instance not regarded as wild animals unlike birds.
legally the answer may be no, but so far as keeping on good terms with your neightbours, the position may be different!!!
Tell the owners of the garden to put chipped bark around their plants, cats hate it.
