Has anyone used heat saving panels behind radiators and if so are they effective.

I've not personally, but I believe you can do it for a fraction of the cost by taping tin foil to cardboard and using that.

Gotta be worth trying that to see if it works.
Perhaps you mean heat-reflective panels? They dissuade some heat from going into the wall surface behind the radiator, and hence (on an outside wall) resulting in a higher proportion of the overall heat emitted going into the room, not lost through the external wall.
Yes, they do work, being cheap to buy and install, but don't expect oodles of difference. No point really in fitting to rads on internal walls.
I put the Radflek ones [bought from Amazon] and I think they do make a difference. I did look in to making my won but got a really good deal on them so to save the faffing around I got them ready made.
The problem with just using foil on card is that the foil will degrade over time and the real ones don't.
I paid less than this but this was enough to do my three bed house..

I've got them, but they keep falling off the stuff which is supposed to stick them to the wall.
