 do i need permission off my neighbour to acess his property , to maintain mine , as there is an on going despute with mine over an extension which i have had built all with council approval and he is refuseing acess to my kitchen fitter to fit a grill on my outside gable end because we need to get onto his land to fit it . your help would be so helpful, also where can i find the information myself

The position regarding access to neighbouring property is explained here . If you have to go legal it will not be cheap. However, venting your kitchen fumes over a neighbours property is most objectionable and will be regarded as a nuisance and you can be stopped. Also, if the grille projects in the slightest the legals will see it as a boundary dispute when either of you comes to sell and it will block the sale of both properties. You are best served, therefore, by re-routing your kitchen extract to vent within your own boundary, whatever the (probably minor) difficulty.

i forgot to mention in my previous question of the extract grill i forgot to mention that it does not go on to my neighbours property it is a good 6-10 inches away from the boundry , 
Nevertheless, it could create an objectionable smell and you could be stopped. Forget it, re-route the extract ducting to ventilate over your own garden.
