Are you allowed to put empty paint pots in the recycling bin that the council collects?

That is going to depend on where you live, what the pot is made of, what was in the paint and whether it is clean. Easiest way is to find the councils's website. Different councils have massively different policies. My sis lives in Leicester and I live in Hampshire, our recycling setups are totally different.
Where we are in Kent, no. You have to take paint pots to the tip and they go in a separate skip.
You can put whatever you like in your recycling bins. If you do have something a bit iffy in it and you are questioned about it, just plead ignorance and say you won't do it again. Until that happens just put in all the broccoli you like.
