Repainting A Picket Fence

Picket fence has greenish mould/lichen/mung on it. Is it necessary to remove this before repainting with Cuprinol fence paint and if so what's the easiest way please?

I have used a stiff bristled brush and water to do this in the past.
Mix 50/50 water & bleach, paint or spray it on it on the fence, leave it several hours, rinse off, then varnish the fence. Give it 6mths & mung will be back:-(

I know it'll be back carrust :-) we wondered about bleach but worry that it will harm the plants round it. Tony's wire brush would probably work but bloody hard work!
Cover the plants with polythene. Using bleach kills the mould spores.
