Seized Up Mangle

I recently bought an old mangle to renovate. It is COMPLETELY seized up. I've tried WD40 but it's not budging anything. The wheels are seized up and the turning handle is seized up. What will shift them?

Try it there are a lot of brand names , get one with Graphite to act as a lubricant.

I've found over the years that brake fluid is the best form of penetrating oil there is, as anyone who's spilled some may well know! I've always been disappointed with Plusgas, which I don't find all that effective, despite its claims. Brake fluid may take a few days to fully penetrate, but will get there in the end when other stuff won't.
Asking a question like this is akin to asking who has the best chilli recipe; there are all kinds of opinions. Whatever penetrating liquid you choose, apply it liberally to the parts concerned and often, perhaps wrapping a rag around them, and have patience; as others have said it can take days to work.
