If it was driving you that mad you could call the managing agents as they'd probably know.

There is a document called The Resistance to the Passage of Sound, The Requirements. It has been produced pursuant to Part E of Schedule 1 to the Building Regulations 2000.
It only applies to certain buildings / dates etc. It is supposed to set minimum standards. There might be some other information on the site.
