Rogue Firework - Safe To Bin?

Someone was letting off fireworks up the road last night and I was at the back door when the remnants of one landed a few feet away from me.
It was dark so couldn't really see then but this morning I've looked and it had a bit of the stick looking burnt but the actual tube bit of the firework doesn't look burnt at all and I can clearly see all the name on it etc...
Is it safe to move and bin? I'm assuming it had to have gone up and travelled a few gardens to get into mine but wondered why the main part seems still intact and not burnt.
Thanks for any help, got to do some bits but will be back shortly.
