Planning Permission?

Hi, in the garden opposite us but one, they are building something which is at least 8 foot high and about 15 by 15 square, summer house, granny flat? no idea, just wondering if they needed to have planning permission and if we are meant to get notified by post? not at all bothered about it but some people are saying it is odd they have not had letters. TIA

Under "Permitted Development" rights, extension, for instance, can be built up to a height of more than 6'6" (2 metres), without the need for PP.
At the other extreme, even decking may require PP if it is over 1' (300mm) high.
