We had a new white plastic bath fitted a few years ago. It came with a white plastic panel to cover the side. The bath is still brilliant white, but the panel is now a cream colour. Can I return the panel to brilliant white? If this would involve scouring the surface layer off, even if done very gently, that is something I would not want to do very often, as the panel is very thin.

You won't be able to clean it. All you can do is replace it (for about £30): http://www.wickes.co.uk/Products/Bathrooms/Baths-and-Accessories/Bath-Panels/c/1001022

Ours is exactly the same. I'm watching this thread with interest.
Where did you get it from?

How many years are 'a few years'?
I'd say there is no way to scour it back, it won't be white underneath and you will scratch it. Was it a cheap panel? (you could replace it with a cheap panel!).
That's what I did, prudie... I'm no good at DIY, but I tried getting the top surface off and it did just look scratched, so I replaced it in the end.

Try bicarbonate soda mixed with water into a paste.
I light sanded a white panel and sprayed it with white car paint, looks even better than new. Paint cost £8 but I already have a compressor and gun.

My thanks to all who have replied. The year was 2010 and all the parts came from Wickes. I might as well have a go with bicarbonate -- I was thinking along those lines -- what do we have under the sink or in the cupboards? --bleach, hydrogen peroxide, bicarbonate of soda. If that doesn't work, then a new panel is not that expensive.
"bleach, hydrogen peroxide, bicarbonate of soda" ..
.. sounds as though you are only one more ingredient away from making a bomb !
Remember before buying one, bath panels come in a number of sizes. So make sure you go armed with the measurements.
When customers who cant afford much have wanted a cheap and cheerfull panel, I have used this in the past and when cut and fitted properly, it looks better than a cheap panel.
